The Carter Middle School site, which currently hosts the International High School program and the Bay Tech 6-12 charter, is located in the Temescal Neighborhood of West Oakland 3 blocks west from Oakland Technical High School. Between Telegraph Avenue to the west, and Broadway to the east, the surroundings are mostly residential. Along those two major streets, however is a high density of commercial development. The site is close to the CA-24 freeway, as well as numerous public transportation options along Telegraph Avenue, Broadway, and 40th St.
