Asset Managment


The School Board is developing a policy on the strategic use of District properties, which will be addressing the following questions:

Who are the students for whom OUSD is responsible? How should OUSD best utilize its properties to provide high quality school facilities to students for whom we are responsible? How should OUSD best utilize its properties to efficiently house central administrative services? How can OUSD best utilize its properties to earn revenues to support school operations?

The Special Committee will be holding a series of meetings with stakeholders and community groups as we prepare a draft policy that will be first presented to the Board of Education on June 26, and considered for adoption in August.  After the Board has adopted a policy, we expect the OUSD staff will develop a plan for using our facilities, later this year.  The first hearing is this Monday, April 15, 4:00 p.m.  Here is the full list of dates, times, and topic. All meetings will be held at the KDOL Studio, B-213 (2nd Floor), La Escuelita Education Center, 1050 2nd Ave., Oakland, CA 94606.

  • Tuesday, April 23, 3:00-5:00PM, Economic Projections
  • Tuesday, May 7, 5:30-7:30PM, Facility Users
  • Monday, May 20, 5:30-7:30PM, Potential Partners for Facilities Improvements

You are welcome at all of the meetings, which are open to the public and also will be broadcast on KDOL (cable 27) and webcast. You can also provide input by taking the Asset Management Survey, found below:

Baseline Data -- April 15, 2013

Natan Goore of MKThink provided the committee with an overview of the district's facility assets and their utilization. Other perspective and insight was provided by:

  • Joe Cavanagh, Director of Construction, SGI Construction Management.

Economic Projections -- April 23, 2013

Linda Hausrath of the Hausrath Economics Group provided an overview of housing and population trends in Oakland. Other participants providing perspective and insight included 

  • Mark McClure, of the California Capital & Investment Group; 
  • Paul Junge, Vice Present of the Oakland Metropolitan Chamber of Commerce; and 
  • Alan Dones, CEO of the Strategic Urban Development Alliance.

Facility Users -- May 7, 2013

Tom Duffy, Legislative Advocate for the Coalition for Adequate School housing, provided an overview of California's legal landscape in regards to joint use, sale, and other issues around facility use. Other participants providing perspective and insight included: 

  • David Castillo, Oakland Regional Director of the California Charter Schools Association; 
  • Morris Tatum, President of the AFSCME Local 257 Oakland Unified School District; 
  • Lacy Asbill, founder of Girls Moving Forward; 
  • Curtiss Sarikey, OUSD Associate Superintendent for Family, School, and Community Partnerships; 
  • Karen Mates, Director of OUSD's Programs for Exceptional Children; 
  • Trish Gorman, President of the Oakland Education Association; and 
  • Wendi Caporicci, President of the United Administrators of Oakland Schools.
